From the start of the Open Road Tolling program in fall 2004, Burns & McDonnell was part of the Illinois Tollway's program management team. The $800 million effort was part of the 10-year, $5.3 billion congestion-relief plan to reduce travel times in the Chicago metro.
The barrier-free system allows travelers with electronic toll payment to maintain highway speeds as they pass the toll plazas, reducing congestion.

Drivers paying with cash are funneled to lanes separate from the high-speed traffic, reducing travel times and improving safety on the road.
In all, 20 mainline toll plazas have been converted. Burns & McDonnell was the prime consultant for the design and reconstruction of the Waukegan Toll Plaza (Plaza 21), a site handling more than 100,000 vehicles each day.
